The Bali Process on People Smuggling, People Trafficking and Related Transnational Crime commenced in 2002. With 45 member States, along with UNODC, IOM and UNHCR, the Bali Process operates as a forum for policy dialogue, information sharing and practical cooperation to raise regional awareness and address the challenges of people smuggling, trafficking in persons and related transnational crime. 

The Regional Support Office of the Bali Process (RSO) was established in Bangkok in 2012 with the aim of facilitating practical activities and regional cooperation by Bali Process States to reduce irregular migration in the Asia-Pacific region. The RSO is jointly managed by Indonesia and Australia, and seeks to achieve its aim through capacity building, training, exchange of best practice, sharing technical resources and supporting joint projects in areas such as information campaigns for people vulnerable to irregular movement, border management and protection of refugees and victims of human trafficking.

JCLEC Hosts the Regional Workshop on Foreign Terrorist Fighters: Strengthening Legal Frameworks

On 27 and 28 May 2015 JCLEC hosted the Regional Workshop on Foreign Terrorist Fighters: Strengthening Legal Frameworks. The Workshop was co-chaired by the Governments of the Republic of Indonesia and Australia and was attended by 50 senior law enforcement and policy officials from Australia, Indonesia, Brunei Darussalam, Denmark, Jordan, Malaysia, the Netherlands, the Philippines, Singapore, Thailand, Turkey, United Kingdom and the United Nations. The Workshop was opened by Australian Counter Terrorism Ambassador, H.E. Miles Armitage, Department of Foreign Affairs and Trade and Mr Arko Hananto Budiadi, the Acting Director-General for Multilateral Affairs, Ministry of Foreign Affairs, Indonesia with JCLEC’s Executive Directors Brigadier General Soepartiwi and Detective Superintendent Brian Thomson. The Danish Ambassador, Mr Casper Klynge was a special guest at the opening ceremony.

Appreciation of 10 Years of Contribution to JCLEC

to Mr. Sonny Wibisono, a dedicated staff member who has been working at JCLEC for 10 years. 

Working for a single company for ten years is no small achievement. Having the ability to remain with the same team year in and year out displays not only the hard work and loyalty of the employee, but also significantly contributes to the sustainability, continuity and good image of the company with which they work. On 11th September 2015, JCLEC held a simple celebration in appreciation of the thirty five staff members who have given their loyalty to the company for ten years or more. 

Both Executive Directors of JCLEC would like to express their sincere  gratitude and appreciation of the work performance, professionalism and loyalty of these staff members. Since its conception in 2005, JCLEC has been ‘The Centre of Excellence’ for the  development and delivery of training in combating transnational crime, and it is employees such as these that help to sustain that exceptional standard.

On 25 August 2015, Australian Border Force (ABF) Commissioner Roman Quaedvlieg attended JCLEC to open the Planning and Conduct of Maritime Patrols program.  This opening coincided with the formal introduction of the Maritime Enforcement Stream at JCLEC. 

The Maritime Enforcement Stream is the result of a recently agreed partnership between ABF and JCLEC and has a focus on delivering maritime law enforcement training to officers from Indonesian and regional authorities. 



Accompanied by ABF Assistant Commissioner Peter Docwra, Border Force Capability Division, ABF Commander Chris Wall, Commander Asia, Americas and Europe, and A/g Assistant Secretary Matt Wardell, ABF Communications and Media Branch, Commissioner Quaedvlieg spoke of the pre-historical human migratory link between Australia and Indonesia and the sharing of international maritime boundaries and common maritime enforcement interests by both countries in the modern era. Commissioner Quaedvlieg spoke of the long history of cooperation between the two countries in managing common maritime security and safety challenges.  This includes a program of cooperative patrols undertaken by the Australian Customs and Border Protection Service (now the ABF), the Indonesian Coast Guard (BAKAMLA) and the Ministry of Marine Affairs and Fisheries (MMAF).
