JCLEC Hosts the Regional Workshop on Foreign Terrorist Fighters: Strengthening Legal Frameworks

On 27 and 28 May 2015 JCLEC hosted the first sub-regional workshop on Foreign Terrorist Fighters: Strengthening Legal Frameworks. The Workshop was co-chaired by the Governments of the Republic of Indonesia and Australia and was attended by 50 senior law enforcement and policy officials from Australia, Indonesia, Brunei Darussalam, Denmark, Jordan, Malaysia, the Netherlands, the Philippines, Singapore, Thailand, Turkey, United Kingdom and the United Nations. The Workshop was opened by Australian Counter Terrorism Ambassador, H.E. Miles Armitage and Mr Arko Hananto Budiadi, the Acting Director-General for Multilateral Affairs, Ministry of Foreign Affairs, Indonesia with JCLEC’s Executive Directors Brigadier General Soepartiwi and Detective Superintendent Brian Thomson. The Danish Ambassador, Mr Casper Klynge was a special guest at the opening ceremony.

The Workshop fulfilled separate undertakings made by Indonesia, the United Kingdom, the Netherlands and Australia at an Foreign Terrorist Fighters (FTF) Workshop hosted by Indonesia in Bali on 14 August 2014 during the Australian Minister for Justice, Michael Keenan’s visit to Indonesia.

On Thursday, 26 March 2015 JCLEC successfully hosted its 4th annual Donor Coordination Meeting. This year a total of 27 attended the Donor Meeting including representatives from the Australian Federal Police, British Embassy, Royal Danish Embassy, New Zealand Embassy, Royal Netherlands Embassy, Australian Embassy, Australian Attorney Generals Department, US Embassy, ASEANAPOL, Interpol, and JCLEC Board of Supervisors and Board of Management.

Since the first Donor Coordination Meeting was held in 2012, each year JCLEC has welcomed new participants. This year JCLEC welcomed representatives from the South Korea and Singapore Embassies. 
Brigadier General Soepartiwi – JCLEC Executive Director, Det. Supt. Brian Thomson – JCLEC Executive Director Program and Commander Brad Shallies – AFP Manager of Learning and Development chaired the meeting.

Tri-lateral Investigation Training for People Smuggling Investigator’s Program ends successfully

From 9-20 March 2015, 25 participants from nine countries (Indonesia, Bangladesh, India, Iran, Malaysia, Myanmar, Pakistan, Sri Lanka and Vietnam) gathered at JCLEC to attend the final program in this tri-lateral series of the Investigations Training for People Smuggling Investigator’s Program. The Program was designed to provide investigators with tools to enhance their investigations of people smuggling cases, resulting in greater detection, disruption and prosecution of the organisers of people smuggling ventures.

Trainers and subject matter experts attended from the Indonesian National Police, Australian Federal Police, New Zealand Police and Royal Canadian Mounted Police. Guest presenters from the United Nations, International Organization for Migration, Australian Immigration and Border Protection Service provided presentations on their area.  Participants also had the opportunity to listen to and question a migrant currently in detention in Indonesia.  These presentations and discussions aided the participants in developing new understandings of the issues faced in investigating people smuggling cases.

Celebrating JCLEC 17.000Th Participant

2015 has started at JCLEC at the same speed at which we finished the year.  By the end of January we had already conducted 7 programs covering money laundering and economic crimes, counter terrorism, cybercrime & digital forensic and people/migrant smuggling programs.

At the start of February, JCLEC opened an INP Intelligence Analysis Program and the 6th International Disaster Victim Identification (DVI) Management Course for Indonesian National Police (INP) DVI Province Commanders.  The joint opening ceremony was attended by the Executive Directors of JCLEC along with Senior Superintendent Anton Castilani, INP Head of Police Medical and Health Department and Federal Agent Brad McEwan from the Australian Federal Police.

Both programs are seen as priority areas.  DVI continues in importance with the various INP DVI Teams being extremely busy in the recent months being involved in DVI procedures relating to the shooting down of the Malaysian Airlines Flight MH17 in the Netherlands, the crash of Air Asia Flight QZ8501 in Indonesia and a boat sinking in East Kalimantan with 197 people listed as missing.
